From scattered requirements to a clear learning strategy

The situation: The Fish and Fish Habitat Protection Program (FFHPP) had a training problem. Requirements were scattered, there was no clear picture of what staff actually needed to know or be able to do, and no strategic plan to guide learning decisions. Someone needed to look under all the rocks before anything got built.
What I did: I conducted a comprehensive needs analysis to capture the full scope of training requirements across the program. I asked a lot of questions, reviewed existing materials, and talked to the people doing the work. From there I developed a Learning Strategy and Implementation Plan that gave the organization a clear, evidence-based path forward.
The result: The program walked away with something they didn't have before: a strategic foundation for their learning. Not a course. Not a platform. A plan. One that connected their training decisions to their actual program goals and gave them a roadmap they could act on and defend to leadership.
